This is not a "lizard", not even a reptile at all.  It's an Eastern Red-Spotted Newt(Notophthalmus v. viridescens), which is a species of salamander, and salamanders are amphibians, like frogs and toads, rather than reptiles, like lizards.  This is the juvenile phase, when they first come out onto land, which is called a "red eft" stage.  As they mature, they gradually turn olive green with red spots and develop a more flattened tail, and return to the water, to become fully aquatic once again, as they were when still in the larval stage.
